Paper Abstract:      The paper analyses the use of broadband technology and services in EU countries in an attempt to find the reasons for differences between countries and possible approaches to stimulate broadband development. With the use of factor analysis the underlying factors were identified as 1. enablers and means 2. usage of services and 3. ICT sector environment. Based on those findings a 2-dimensional framework that enables the classification of policy action depending on the influencing factor and the type of influence was developed. The framework can be used to analyse the appropriate set of various policies on the national and regional governmental level towards better exploitation of new broadband technologies. A sustainable strategy should address all relevant factors with a combination of different influences. Additionally, cluster analysis was performed in order to identify countries that may have similar critical success factors
